Heidi is one of the only attorneys in the Commonwealth of Virginia with experience in collective bargaining on behalf of a police union. She proudly serves as counsel for local unions affiliated with the International Police Union Association (IUPA) AFL-CIO, including the Alexandria Committee of Police IUPA Local 5 in Alexandria and the Local 5004 with the Metropolitan Washington Airports Authority.
Working hand in hand with representatives with and counsel for the International Association of Fire Fighters (IAFF) and the American Federation of State, County and Municipal Employees (AFSCME), she has been instrumental in the passage of the City of Alexandria’s 2021 collective bargaining ordinance. Alexandria’s ordinance is the first to stem from the 2020 state statute allowing public sector collective bargaining in the Commonwealth of Virginia.
Heidi advises on negotiation strategy and legal issues related to bargaining. Her practice includes sitting at the table with her clients and participating as chief negotiator during contract negotiations. Heidi also has experience with impasse resolution proceedings when the union and the employer were unable to reach a resolution on issues during negotiations.
