Heidi has defended employees in numerous disciplinary grievances, successfully overturning terminations and other forms of discipline. She has also been successful in other arbitration proceedings, recently arguing successfully that the employer’s unilateral decision to change the police department’s performance evaluation system violated the parties’ collective bargaining agreement.
Heidi’s experience also includes unfair labor practice (ULP) charges and other administrative proceedings. In a recent ULP, Heidi, on behalf of the police union, and the fire fighters’ union successfully challenged the employer’s unilateral decision to discontinue counting sick leave as hours worked for overtime. The employer disagreed with the unions’ assertion that the issue was negotiable. The unions successfully prosecuted an unfair labor practice charge on this point, and the Unfair Labor Practice Panel’s decision was upheld by the Arlington County Circuit Court and the Supreme Court of Virginia.
